The dataset in this repository, including the compiled data, the descriptions, and the summaries, is licensed under the Creative Commons Attribution 4.0 International license (CC BY 4.0).

The license covers our own contribution: the selection, structure, compilation, descriptions, and summaries. Facts themselves are not copyrightable. The code in this repository is licensed separately under MIT; see `LICENSE`.

## Attribution requirement

On reuse you must:

1. credit the project as "NL Overheid Graph" and link to this repository;
2. keep the source attribution with the facts it belongs to, including the source URL and the retrieval date; and
3. state the license and link to it.

Per-source credit lines are listed in `ATTRIBUTION.md`. A source may require a specific credit, a share-alike term, or may permit facts only. Those terms sit next to the source in `ATTRIBUTION.md` and in the `license` and `notes` fields of `data/sources.json`. Where a source is all rights reserved, only the facts, the headline, and the deep link are used, not the source's prose or images. Where a source's license is not established, the record is marked `unknown` and named as a gap with its endpoint.

The project's own independence statement applies to every reuse:

## Scope and exceptions

- Facts from `wetten.overheid.nl` and `officielebekendmakingen.nl` are reused under Article 11 of the Auteurswet and the CC0 dataset registration.
- CBS, CPB, and PBL data carry the attribution the table above and `research/O-licenses.md` require.
- The two Wikipedia-derived rows are CC BY-SA 4.0 and carry their share-alike term until they are re-sourced from the KB.
- Wikimedia Commons portraits are licensed per file; an image without a recorded license and credit does not ship.
- `data/sources.json` records the per-source license under which each source is used. `research/O-licenses.md` holds the evidence and retrieval dates.
